Teenage can be a confusing time. You are not exactly an adult, but you are not a kid anymore either. The confusion is especially imminent around the ages of 16,17, 18.
Are you younger than her? If so, then she is probably not sure how to exercise her authority over you, which she imagines to have. She wants to break from being a sister to becoming an older figure for you to follow and answer to. You, on the other hand, are not happy with the sudden control and experience she has assumed for herself at everything you do or say. The best thing to do would be to stay out of her way and not respond in an unruly manner. One day, you will be the same, and be mean to maybe your younger siblings or younger children you meet. Respect the time that she is taking in coming to terms with her new found 'adulthood'. Hormones have a major role to play as well. Ignore what she says because chances are, deep down, she doesn't mean any of it. It is her pride and frustration talking, not her love for you.
Are you older than her? Then you probably know what it is like to be 17. Like I said, she thinks she is a grown up now, and maybe you are still bossing around, or asking her to do things, treating her like your baby sister? She is not that girl anymore. Give her time. Be there for her. Ask her if she needs help. If she says yes, then help her. If she says no, just keep an eye on her, but do not actively get involved without asking.
Your Sister could be mean but she loves you in the inside but likes to mess around with you

It means the 17 year old thinks the 12 year old is pretty. They are probably trying to be nice.

Technically, by law, no. Not unless this 18 year old is the guardian of the 17 year old, or the 17 year old is emancipated. However, there are some (okay, a lot of) cases where they can live together and not get caught.
Yes. The parents can allow the minor to live anywhere that is considered safe.
