The shifter cable needs adjusted.
If you step on the brake and it will still not come out of park. Your brake interlock is probably bad. It is under the console and you can get it at advance auto for around 20 bucks.
I'm having the same problems. my 94' Firebird is a 3.4l v6 and varies on the range of RPM's when you put it in park or neutral. i took it to a local repair shop and they said it could be a broken computer chip. or simple as restoring the defaults on the computer chip
my Pontiac keeps getting stuck in park

I had the problem on a 1994 with V6, sounds similiar. I think the problem stems from the safety locking mechanism that requires the brake pedal be depressed prior to shifting.

The reversing car would be traveling against the flow of traffic and has an obligation to ensure that the way is clear before reversing.
