i have a 96 blaster that had the same problem. if it is the same as mine was i believe it will leak from the over flow hose. to fix this i took out the float and replaced it with a new one. but the new float was not needed what was needed was to take out the float and clean all components conected to it with carb/choke cleaner

Need to clean air filter, and clean carb. Should take care of problem you may have stale gas also.
sounds like you have a float that is stuck. when the float stcks down it allows more gas into the carb. you may need to pull the carb to clean the float needle and seat.
if gas in leaking out of the over flow tube connected to bottom of carb, the needle and seat needs to be replaced. unless the float has been messed with and is bent.
If the gas is leaking from your toa toa quad then the worst problem is the float is not adjusted right stupid im 11 and i can figure that out my self get a life. I bought my son a Toa Toa 4 wheeler and had the same problem, and it was only 3 months old. It came with a cheap gas filter that allowed trash to get into the carb, making the float to stick. I took the carb off, cleaned it real good with air and carb cleaner, put it back together, and put a new and better fuel filter on it. Haven't had any more trouble with it.
Your float is stuck, a quick fix is tapping on the float bowl with a wrench or the handle of a screwdriver, but you need to tear your carb down and give it a good cleaning.
several things. Dirty carb, poor battery, spark plug/wire is shot, throttle issues. i know this sounds stupid, but check the gas too.
