Your dog could have worms or there could be another reason. There is a sac just inside the dog's rectum and all dogs have this sac. Sometimes this sac swells up and the dog has to be taken to a vet to have the sac emptied. You might relate this to a person who has hemorides. They are known to itch, same thing is probably happening to your dog. Once this sac is squeezed, rarely will it have to be treated again and one more thing. If your dog's poo is soft that's no good. He or she has to have hard bowel movements to keep this sac drained naturally.
Because [s]he can. Seriously, they clean themselves that way (after pooping, esp if they're having diarrhea issues). Potential ailments that would cause excessive licking of that area: worms, anal gland blockage; hot spot/irritation/Allergies.
