My moms dog had this same thing at one time. She took her to the vet and they gave her an antibiotic and cleared it right up, they said she just has bad Allergies to fleas, even though she would only have one or two when she would come inside it still broke her out.

However, without an actual visual scan or skin scrape from vet, you will never truly know and your dog will stress more.
