Dogs tails go down when they are not happy or feeling ill.

Some dogs, particularly the hunting breeds experience what is known as "limber tail" after a period of exercise or day of hunting, generally when it is cold or damp. Dogs that are under-exercised and then experience of period of strenuous exercise can strain the muscles in the tail area that are associated with activity. This condition generally requires rest and the tail returns to normal within 48 hours.

If your dog's tail is bent under, that might mean that it is scared of you or ashamed and hesitant. For example, if your dog knocks down a plate, and you start yelling at it, it's tail might bend under it's legs to show that it is sorry and ashamed.

Can a dog wag its tail without the tail in turn wagging the dog?

It can, but this is more likely when the dog is sitting or lying down. When a dog is standing and wagging its tail, it's the momentum of the tail wagging that spreads to the rest of the dog's body and causes the rest of the dog to wag too.
