If the wheel is not out of round & if the size is not smaller than stock, look & see if they used stick on wheel weights to balance. Those are usually placed inside for appearance reasons & may be hitting caliper.. The caliper even if it's bad won't move. You may have snapped the rotor or you could be metal to metal due to worn out pads. See if you have any material left on them, that may also be where the sound is coming from.
check for a loose/worn wheel bearings. check all 4 wheels if you find a bad wheel bearing. (same mileage on all 4 wheels,if one is worn out,the other three might be as well.)

First, remove the tires, wheels, then caliper, making sure not to let the caliper hang by the brake line. Turn the caliper over and remove the old pads. Manually retract the caliper piston, then insert new brake pads, replace the caliper, then put the wheels and tire back on.
Remove tires unbolt caliper remove old pads compress piston back into caliper put new pads on put caliper back on put wheels back on
Its on all 4 wheels on the brake caliper.
