It is not a bad thing that all of your other fish aren't on the top of the tank. It is possiable that all your other fish just like being near the bottom. For some fish it gives them a more secure feeling being near the gravel at the bottom. If your fish look unhealthy and you think there is a problem you need to ask a different question describing the symptoms.

∙ 12y agoSome fish, like Bettas and guromies, do that to breathe but if it is another kind of fish, you probably have an ammonia or nitrate problem. I would do a 25% water change every day for a week and cut down on food (this means if a piece of food hits the bottom stop feeding). If your fish is still doing it I would recommend putting in a airator because your fish aren't getting the oxygen they need.
