It may see its reflection or something interesting. May be a decoration in that area of the tank appeals to it. The possibilities are endless, try moving the decorations around or getting more, possibly a few hiding places.

It wouldn't even have to hit the wall - nothing happening in the isolated system (that's what you imply with lack of friction) can change location of its center of mass, meaning if fish moved right, glass-tank would have to move left by a certain amount so the center of mass of fish-tank system would remain in the same place. If, however, the fish could position itself near the water surface, and then swish its tail so vigorously (and in the right frequency) so that the fish's motion creates standing waves on the water surface until some of the water sloshes over the top of the tank and ejects the water sideways out of the tank, then the fish would impart a very small momentum upon the tank, due to the lateral ejection of the water. And if the boundary between the bottom of the tank and the surface the tank rests on is truly frictionless, then even a small amount of momentum would be sufficient to move the tank.
