There is something wrong. Goldfish do not do this under normal condidions. They could have some kind of parasite irritating the slime coating. There could also be a problem with the quality of their water. I would advise a few large water changes and then see what happens.

In a wild situation it is survival of the fittest. The smallest or weakest fish will always be the first to be pecked on and eventually killed and eaten. My advice is to FEED THE FISH.
