Why isn't there an H in sugar?

Because the English language is strange. The single consonant "s" can sometimes substitute for the "sh" sound.

This may have originated from a mispronunciation of a word, even perhaps "sugar," or a grammatical rule created by an older language than the form of English we speak today.
