More surface area in the powdered sugar. Means more of the sugar gets exposed to the liquid at the same time. In a big lump, the sugar inside won't get in contact with the liquid until the outer sugar has worn away.

Reactions only happen at the surface of a substance. The more surface area something has the more reaction sites their are. Powered sugar is just granulated sugar crushed into a powered form. The powder has more surface area and so it can stimulate more taste buds at one time making it taste sweeter.

Granulated sugar is easier to measure than brown sugar because brown sugar has a higher moisture content which causes it to clump together unevenly. By "packing" brown sugar into the measuring cup (pressing down so the sugar is firmly packed into the cup) air pockets are eliminated and one gets a dependable measurement.

Granulated sugar is dryer and flows freely without capturing air pockets.
