You have a blocked vent, its more common than you might think, lots of info if you Google it. Most vehicles have a vent that allows for the displacement of the air in the tank as you are filling it, and if the vent is plugged the air cannot escape and the fuel filer nozzle will shut off. The evaporative system vent needs to be checked.

You need to check whether anything blocking the fuel passage. If you do not have experience working with gas tanks, it's better if you ask somebody who does.
A Toyota Prius is 11.9 gallons. If the current average gas price is $3.75 (as of July 2014), it costs $44.63 to fill up a tank.
When the fule light comes on, you have about 2 gallons of gas left (about 60 miles). I ran out of gas one time, and now my light comes on when I have one gallon left, so I have to refuel right away. Also, you can find a manuel from any Toyota Dealer.
There may be a vent on the fill pipe that is plugged or you can try an experiment--I had a vehicle with a similar problem.. Had to run it up on piece of 2X4 to get the fill pipe higher than the tank--a factory defect on my particular vehicle. Dealer had to repair.
