First, make sure its plugged in. Second, make sure the scanner is turned on. Third, make sure you have installed the drivers for the scanner. Last, if that doesn't work the way you want it, go to control panel and add/remove programs and install it with that.

Most Dell computers ship with a version of Windows installed. If this is the case then yes, the Sims will work on it. If you got a Dell with a version of Linux installed, you will still probably be able to play, but might have to do some extra work to get it to play.
