Because the may feel no-one will believe them. Cyber-bullying is just as bad as being bullied by a real life person. The way to deal with it is to tell someone. Bullies are essentially cowards - they thrive on the fact that their victim will probably keep silent about what is happening. The authorities (whether that's a teacher or the police) will have ways and means of confirming what the bully is doing. EVERY computer generates an 'audit trail' - a list of sites it's been connected to, the email addresses it's sent mail to and the programs it's used. Computer network supervisors and the police have ways and means of extracting this information to use as evidence.
