on my 95 accord the dash lights and the tail lights are on the same fuse. There are 2 fuse boxes on inside the car on the left side of the drivers footwell (yours might be different). if you lost your manual just open the fuse box up and it has a list of the fuse locations and there are usually a few spare ones. If you don't have a spare that matches then use a lower one not a higher one
Check the battery.

the starter might not be engaging properly. it might need to be replaced. My 92 Accord drive me bananas with this problem - turns out it was the ignition coil. I DONT KNOW IF THIS WILL HELP BUT YOU MIGHT TRY THIS . I HAD A SIMILAR PROBLEM WITH MY 93 DODGE DYNASTY.THE LIGHTS WOULD GO ON AND OFF INTERMITTENTLY. SOMETIMES I COULD ONLY GET THEM TO STAY ON BY HOLDING THE HIGH BEAM LEVER. I REPLACED THE HEADLIGHT DASH SWITCH. IT SOLVED THE PROBLEM.
