No signals can pass along a coaxial cable if the outer conductor is not kept electrically separate from the inner one.

Along the entire length of the cable the inner conduuctor and outer shield must never be connected together anywhere because, if they get joined together, the signals will be shorted-out.

it is used for earth return path for leakage charge/current. If there is no return path for the leakage current the voltage will be induced on the surface of the cable can be dangerous for the personnel.
