Why must you remove the fuse from under hood to get your high beam lamps to turn off?

Sounds like the headlamp relay is bad. Check the fuse panel under the hood, the relay should be labeled on the fusepanel cover. Try swapping out one of the other relays. If they work, replace therelay. If not, look elsewere.

sounds like a blown fuse. check under the fuse panel inside the car, and also see if there is one under the hood. it will look like a normal fuse.
