It depends on which direction you are resolving the acceleration from. If you use the original direction of the car as it turns it is decelerating as the speed it is moving in that direction is decreasing. If you resolve from the direction which the car will be going towards then it is accelerating as its speed in that direction is increasing.
the fuel filter or carburetor might be plugged, really need to know when it jerks be it accelerating or stopping.

You are decelerating, and as you do so you are transfering quite a bit of energy to the brakes. That is why brakes can get very hot. The kinetic energy of the moving car is converted to friction on the brake pads.
Slowing down
the heater controls are run on engine vacuum. When a engine is accelerating it has a drop in vacuum. There is a one way check valve that keep vacuum in the heater circuit that has gone bad. You could have it fixed or you can deal with it, its not that big of a deal
