I would look at the following - in order:
1 - All lamps associated with brake light circuits (they may have all blown one at a time - over a long time period and you are just now discovering it)
2 - The fuses associated with the brake/turn signal circuits.
3 - The brake light switch which is on the pedal downshaft (attaches the pedal to the hinge point under the dash).
4 - The wires that plug into the brake light switch. Gently tug and wiggle them, they may look good but a wire inside the insulation may be completely broken.

Start with the light sensor on the brake pedal arm.
Check the sensor on the brake pedal arm. Brake lights and tail lights use different elements in the bulb also some cars have separate bulb for each. Check the bulbs.
# 25 is a 20 amp fuse for the cigarette lighter in a 2004 Ford Crown Victoria ( in the fuse panel below and to the left of the steering wheel , by the brake pedal )
Start with the fuses, then check the bulbs, then start tracing wires.
There is a small switch just above the break peddle that controls the lights.

A Ford Tempo will have no brake lights if the bulb has blown or the wires have come loose. Alternatively, the brake sensor in the dash can fail and stop sending power to the lights.

There are no extra fuses for your trailer lights. If you have the towing package (and you do) the trailer lights run through your regular fuses (tail, brake, turn).
