Why on a 1998 Neon does the oil pressure light never go off either before starting or after and once the engine is started it stays on but will flutter on and off as the engine revs higher?

Low oil pressure. Causes can be defective oil pump, oil sending unit, or a clogged, defective, or incorrect oil filter. Change the oil and install a new Purolator PL10241 oil filter. If the light is still on, then stop drivng this vehicle and have the oil pressure tested. If it tests out OK, replace the oil pressure sending unit.

I would say it's the defective FPR. Gas pressure is being lost when car stopped and once cranking starts pressure builds up and car will start.--Could also be a fuel pump going weak and no longer capable of supplying the higher key-on fuel psi needed.
