replace the bulb. the high beam filament is burned out.

If you are asking about the high beam headlights you either have burned out bulbs or the switch that turns the high beams on has failed. If you are asking about the high beam indicator on the dash I would also think it no longer works account it has failed.
there are two diff types of bulbs. High beam and low beam bulbs. If your low beam doesn't work then you need to replace those lights because they are probably blown.
Possibly the high beam element for the passenger side is broken. There are two elements inside those lightbulbs, one for low beam, the other for high beam.
well a low beam can be from nothing to 1 foot high a medium beam is 2 and a half feet high and a standard high beam is 3 and a half feet high
It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
I know that if you move the turn signal lever ( which is part of the multi function switch ) away from you it turns on the high beam headlights and if you move it towards you , you only have low beam headlights ( and if you pull the turn signal lever all the way towards you and then release it the high beam headlights will flash each time you do that )
The headlight has two filaments. One for the high beam and one for the low beam. The most likely reason the high beam is out is because the high beam filament is broken. Replace the bulb and it should fix it.

Perhaps he is in a large vehicle and his lights are already on low. All you can do is decrease speed and try to stay on the road. More flashing and he may show you his high beams!
