Yin and Yang. What do you want this engine to do? It's an engineering balancing act. The more rings you have, the better it seals, but the friction is increased. The less rings you have, the worse you seal, but the friction is decreased. Take for instance, the humble Geo Metro. The standard 1.0 has two compression rings and one oil ring. The XFI (higher economy model) has only one compression ring and one oil ring. Some diesels have three to five rings, because they have higher compression ratios to keep from leaking, and because as low speed engines, they are less sensitive to high speed friction issues. There are many more variables, but these are some basic reasons/explanations....
