Considering that MY school has no hot water, then yes. Fortunately we do have heating though. Yes. In every school that I have taught in for the last 29 years most do not have hot water for students or staff to use. When I find hot water I am very surprised and consider it a bonus. However, if the school is serving meals, they will be required to have hot water for dish washing purposes. Without it, they could be in violation of health code.

Unless it is a really old school I think most schools have gotten rid of boilers, at least here in CA. I know my school heating system was connected to a satellite that sent the message to turn on/ turn off, hot or cold to the computer in my school. My bet is that many schools are on this type of system now.
There are no set high temperatures for schools to close. In fact, in the United States it would be extremely unusual for schools to close for heat since most schools are on summer break and it is not likely that summer classes would be closed.
To be honest, school in the UK never closes because of heat, as it is never hot enough. Even if it did get seriously hot as it sometimes does in Summer, the schools have air conditioners, and unlike boilers in the Winter, they rarely break, so they see no reason to send us home.
