The IETF (internet Engineering Task Force) is a functional force in the development and advancement of Internet standards. The network designer must have currency and also an awareness of things on the horizon regarding the protocols and "languages" by which computers share information across a network. Without a knowledge of how the network works, that is, how the machines communicate with each other through the portals of the network, the network designer cannot hope to lay out things that will work on any network.
In addition to what is operational now, the designer will have to insure his designs have a bit of forward thinking put into them so that they work when future developments appear in response to new needs. That or at least require minimum changes. The designer will have to have some idea of where the IETF is looking and what they are thinking. That way when the "next wave" of TCP/IP changes breaks on the digital shore of networking, the network designer won't have to completely revamp his design to accommodate changes. Designers cannot work "in a box" and be successful in the long run. Forward looking designs will be sought out, and their designers compensated. "Blind" designers will not find a lot of companies willing to hire them.
