You should NEVER try to open up a computer monitor and service it yourself. Computer monitors and TVs have very high voltage capacitors inside them which can electrocute you even when the unit is unplugged. If the monitor seems repairable, take it to a professional. Otherwise just replace it.
Unmaximise the window and move it to the monitor that it should be opening on. Don't maximise it here, just close it. When you open it again, it will be on the correct monitor. Maximise it again, then close it. From this point on, it will open on the correct monitor, even if you move it to the other monitor and maximise it there. Same "problem", only reversed. Since that's what you want it to do, it's not really a problem now. Still a biug though.

A computers power supply can cause a shock even when unplugged but it's not dangerous. The monitor stores enough power to kill for many years after being unplugged. Never open the case of a monitor.
That sounds like a BIOS setting. Open the bios and see what you can figure out. there should be a setting that allows both the laptop screen and a remote monitor to be functional at the same time.

Check the connections on the signal cable. Sometimes when the cable is loose it can result in odd colors. Also ensure that there are no strong magnetic fields near the monitor. If that doesn't solve your problem I'm afraid you'll just have to replace your monitor. CRT displays are very dangerous to work on, the tube can hold a charge for years after being disconnected from power, you should never open up a CRT monitor. Besides which, it would cost more to repair than to replace.
