Could be,The blower speed switch or electrical plug at switch is burned out.
The high speed blower relay is burned out.
The blower motor is on its way out.
The blower motor speed control resister is burned out,
The cabin filter (if applicable) is very dirty.
I have the same problem with my 97 jeep. I'm thinking that maybe a hose going to the vents has come loose, because I can hear the fan motor running and I'm getting a small amount of air out the vents in the dashboard area.

Assuming it works normal with all other speeds, it could be,Bad blower motor speed switch,Bad connection to speed switch,Bad high speed relay,Dirty, plugged up cabin filter (if applicable).
Smoke could be coming from the vents of your car for a number of reasons. You may have an internal car fire.
small amount that lasts a minute or less condensation,no problem. large amount and/or a sweet smell, heater core is leaking.
When A/C is on? if so could be a/c not working properly not enough refrigerant charge or pressure switch not working. If not related to A/C???
The flap that directs sir to the selected vents is jammed or broken...or the switch that controls it is.
The air is off.
this one is easy your switch the controls the vents is not working there is a flap the closes the defrost vents so that it goes through the other vents or there is a vacumn line that is controlled by the switch, and its leaking. The vacumn line is usually on the engine side of the firewall. It is a very small plastic tube comming out of the middle of the firewall at the top and it connects to a junction with other vacumn lines. See if any of them are disconnected.
is it because of a lack of vacuum pressure?
heater core needs replacement
It is called condensation.
