Educators have different prospectives on this question. This is mine based on once being a student and being a parent helping my kids learn.
Discounting older adults who return to High School to earn GED's or other older persons who return to college to obtain advanced degrees, the age of student development begins normally at a young age. At these young stages, it's the perfect time to "reach" students and help them build a respect for education.
The development of a young person's eagerness to learn very often starts at home, before they are of school age. This development is based on the parents' attention to reading books to their children, and finding ways to make learning fun.
Once students reach the public or private school age, the parent factor remains, but now the ability of teachers to enhance the fun of learning is vital.
Upon growing in age, students are now able to learn & understand more "complex" educational subjects.
Older students in upper elementary schools and as they move into high school environments are excellent times to interest students into the value of education. They are capable to study social studies & sciences at an age that in their earlier years was far to complicated for them.
In summary, it's my opinion that the age of a student can determine how much they can absorb studying and its value. The younger the potential student is, the better the opportunity to expose them to education.
