Actually, the Anti-Federalists were afraid of a strong central government. They were afraid that their states rights would be over shadowed and they would be ruled over by a tyranny. They did not want a strong central government making their laws and infringing on their rights. The states believed that oy they could deteine what was best for themselves.
They wanted a weak Central Government, and stronger state governments. They opposed the ratification of the Constitution.

The Federalist party was motivated towards a stronger centralized government, whereas the Democratic-Republican party wanted more power in the hands of the states' governments. Federalists favored the passage of the US Constitution. Anti-Federalists opposed passage because, among other things, they thought the Constitution gave too much power to the federal government at the expense of the state governments. So clearly the Federalists wanted stronger national government and the Anti-Federalists wanted a weaker national government (and, in a zero-sum game, stronger state governments).
