The water needs to be changed ASAP. Fish behave like you describe when the water contains too much ammonia and is burning their gills. (It's like us having mustard gas in our air supply). If the water is not changed soon the fishes gills will be permanently damaged and it will probably die. The rules for keeping fish are :- 1 inch of fish needs a minimum of 1 gallon of water, a cycled filter running permanently and the tank needs to have at least 50% of its water changed every week.
