They faced political deadlock because there were the same number of seats in the legislature (both 65). No bills were passed because Canada West and Canada East could never vote on something right... The two main problems were the representation issue and the transportation issue. Canada East did not want the Intercolonial Railway built because it would ruin their culture. Secondly, Canada East wanted equal representation but Canada west wanted representation by population. It was solved by John A. Macdonald. He gave each of what the Canada's both wanted.
