The word need is misleading in this context. There was a strong movement (campaign) in favour of unification in some form or other (often not clearly specified). It was inspired in part by the obvious success of nation-states such as Britain and France. Another source of inspiration was a desire for democracy and a curb on the power of the German princes, most of whom governned without democratic institutions and without any published budget. Until 1866 German unification was delayed by Austro-Prussian dualism . In 1867 Prussia, having expelled Austria from Germany, established the North German Confederation. The precise form of a unified nation-state was nevertheless unclear till some time after unifcation in 1871. Bismarck had expected the individual German states to wield much more power than they did.
