The word need is misleading in this context. There was a strong movement (campaign) in favour of unification in some form or other (often not clearly specified). It was inspired in part by the obvious success of nation-states such as Britain and France. Another source of inspiration was a desire for democracy and a curb on the power of the German princes, most of whom governned without democratic institutions and without any published budget. Until 1866 German unification was delayed by Austro-Prussian dualism . In 1867 Prussia, having expelled Austria from Germany, established the North German Confederation. The precise form of a unified nation-state was nevertheless unclear till some time after unifcation in 1871. Bismarck had expected the individual German states to wield much more power than they did. Once the Reich had been established the pressures towards uniformity turned out to be much greater than expected. Joncey
