Why the tail of a comets seems longer when it is nearer to the sun and it seems shorter when it goes far away?

Because the comet only develops a 'tail' when it's relatively near the sun ...
typically only a small part of its total orbit. When it's in the inner solar system
is the only time when some of its material is melted or vaporized by the sun's
radiation, and swept out and away from it by the solar wind and light pressure.
During the rest of its orbit, it's just a frozen dark blob, not even fuzzy at all.
Notice that since the sun is responsible for 'blowing' some of the comet's material
out and away from it, the 'tail' always points awayfrom the sun ... streaming
out behind the comet when it's on the way in, and aheadof the comet when it
has passed the sun and is on the way out.
