The main reason is that a tube light consists of a choke which interrupts into sudden change in current that could destroy the tube itself. A choke is electronic device more referred to as an inductor in electronics.
The blockage of current creates an abrupt reverse electric field which throws electromagnetic waves and some harmonics of lower order commonly referred to as sound.
