Getting decisions made is simple as this is just a matter of the will of the tyrant. They're usually good at public order as their security forces keep all opposition stifled.

In the end it depends solely on the character of the tyrant. If he (and it's usually 'he') has the good of the people at heart then they may benefit but as the first task of a tyranny is to maintain itself, this is rarely the case and any 'good' they do is purely incidental and hardly worth considering. There are too many examples of mad or bad tyrants for this to be anything but the norm.

Well, tyranny government was able to stay in power because they had strong armies and people supported them. It was ruled by one, so decisions were really easy to be made and it wouldn't take them eons of time to decide, whereas Democracy, all of the citizens have to come to the assembly and vote.

It was bad because you wouldnt give any power to anyone, only one person would have power. they also treated people harshly. :)
