Smart objects and filters do not do the same thing, so they cannot be compared, but they can be used together. A layer can be turned into a smart-object in order to do "non-destructive" editing. Normally when you apply a filter to a layer, unless you undo the change you just made, that change is permanent and you will not be able to undo it in the future unless you undo all the changes you made after that one as well, and you cannot undo if you already saved and quit Photoshop; this is referred to "destructive editing," because you have destroyed the original image to make a change. If you make a layer a smart object, that layer will always retain it's original information, and you will be able to toggle the filter On or Off in the layers pallate bellow the layer by clicking on the eyeball icon next to it (you may need to click the little triangle to the right of the layer name to reveal any filters, masks, or layer styles for that layer).

Click on layer (to which you want to apply smart filter) to select it in Layers palette then go to Filter > Convert For Smart Filters. After converting layer to Smart Object using Convert For Smart Filters command you can apply any of available filters completely non-destructive. Non-destructive means that you can always hide, change or remove filter even after saving and reopening PSD file.

So smart objects turn layers into an "object" that doesn't lose it's quality when it get's resized. when apply filters like sharpening in smart objects its not destructive, you can always show or hide filter pressing eye icon next to name of filter, or change blending mode by double clicking two arrows on the end of filter name, even change amount of sharpening by double clicking on its name. This works for any filter not only for sharpening

previous answer was completely wrong... You can directly edit a Smart Object but they a separate from the main composition...that is what makes them Smart. You can create multiple copies of a Smart Object, edit it once and then bammy wham...all of them get updated at once. All you need to do is Double Click the thumbnail of the Smart Object layer and then you can edit it like normal layers. Smart Objects are like a separate PSD inside of another PSD.

Shrink the Kb of...? An image? then go File > save for web ... choose your settings and this will shrink the size, BUT will also reduce the quality of the saved image. If its a .PSD (Photoshop) file im unawre of a way to reduce its file size, and to be honest can't think of a reson why you would need to. Hope this helps!
