Queen Victoria was not born to be Queen because her father was not the oldest son of George III. Her father Edward was younger than his brothers George and William and so it was assumed that one of them would have children to continue the monarchy.
George did have a daughter, but she died giving birth to a son
William had 10 illegitimate children with a woman, but left her to marry a German Princess. They had several children (one was born within a short time of Queen Victoria), however both their daughters died shortly after birth
By the time she was about 10 or 11 she knew that she would be Queen after her Uncle William died.
