For much of the first half of the 20th century, Israel was controlled by England under the authority of the U.N. The English authorities did many things the Jews did not like, especially limiting the number who could immigrate from Europe. Many still hold a grudge. Technically, though, England is a moderately reliable ally to Israel, just a little behind the U.S. in that category.
