At the time of his presidency the 22nd Amendment (the two term limit) had not yet been established. Presidents were not limited at that time to just two terms in office it had just become customary because of George Washington. The 22nd amendment was ratified in 1947.

Because Roosevelt had held the office for so long, following all the other presidents, none of whom had served more than two terms. George Washington could have held the office for life as a king with the title of president, but he felt that two terms were enough for anyone. The Congress considered all this and decided that Washington was right.

Before the death of Franklin Roosevelt during his fourth term, there was no law or prohibition on how long a president can serve. Using George Washington, our first president who served two terms, was an idol for the decision making for how long a president can serve. Then it eventually passed into law.
