The very fact that an empire exists shows that for some while it was successful at "controlling" its people. That's pretty much the Way of Life: all endeavors are successful -- until they're not. Islam is still around, so by that measure it's being successful, but its control has hardly been exemplary: Muslims have been killing and trying to exterminate other Muslims almost since the death of their Prophet. By comparison with Christians, Buddhists, Taoists and even Jews, Muslims got "out of control" sooner and more completely.
