Why did John Quincy Adams was not effective as president?

Because the Americans thought his election was unfair and he wasn't supposed to be the president. So they didn't listen to him much.

John Quincy Adams became the sixth president of the United States after an election that resulted with no clear victor. While Andrew Jackson got the most electoral votes, he did not have enough for the presidency. By law the House of Representatives had to pick the winner, and had chosen Adams. Jacksonians accused Adams of a "corrupt bargain" and had thwarted Adams' political programs of modernization and educational advancement. Many of his political difficulties were due to the fact that he did not replace Jacksonian members of his cabinet. He however is responsible for the Monroe Doctrine, and is regarded as among the country's greatest diplomats. He too was a staunch enemy of the institution of slavery.
