Julius Caesar was very lenient and pardoned his enemies after defeating them in battle. He also declared a general pardon for any citizens who had taken up arms against him in the civil war. Caesar had also accumulated enormous spoils of war during his Gallic Wars which amounted to more than 300 million sesterce. He gave his surviving veterans 20,000 serstece each 40,000 to his centurions and 80,000 to his tribunes. The citizens of Rome received 300 sesterce each, were treated to a lavish dinner on a grand scale and were given a one-off free grain and oil dole.

Julius Caesar pursued policies aimed at addressing the plight of the poor. He introduced a land reform to redistribute land for farming to the landless poor. He reduced the size the poor citizens entitled to the of the grain dole based on the results of a census he ordered, but, to alleviate any problems that this might cause, he ordered the owners of large landed estates to hire at least 1/3 of their labour from free citizens rather than slaves to ensure work for the landless poor. He also established colonies (settlements) for Roman citizens around the empire which gave land to 80,000 poor people.

Many Greek doctors and teachers were granted full citizenship, probably to encourage education and Immigration of desired non-Romans. Caesar also abolished the tax system and put tax collection back in the hands the cities, so than they did not need Roman intermediaries. This eliminated the corruption of tax farming by private Roman tax collectors who used the system to line their pockets.
