She was Justinian's wife. Justinian met her when she was a actress. However she became his co-ruler a few years after they were married. Theodora passed laws against rape, and gave women property rights and rights to be guardians for their children.

Empress Theodora was the wife of Justinian I of the Byzantine Empire. Arguably the most influential woman in Byzantine history she is, like her husband, considered a Saint by the Orthodox church and commemorated on Nov 14. A full discussion of her life and works would be beyond the scope of this forum

She was the consort of Emperor Justinian of Body of Civil Law fame- the famous code was divided into four parts, Codex, Pandex ( all-subject index) Institutes, and supplement. Some guys would always write-in Kotex, Spandex, (ah forget it) but she was his wife and Empress- and a hot number indeed! I am surprised Hollywood never honored Theodora film-wise. a natural for the Rose of Fair Italy, or one of her rivals such as Sophia Loren.
