The Roman Empire was difficult to rule prior to Diocletian's rule. There had been the Crisis of the Third Century, which was a period of military anarchy. Military commanders were proclaimed emperors by their troops and were challenged by other military commanders who were also proclaimed emperors by their troops. There were many civil wars and usurpers. For a while two parts of the empire seceded. Many emperors were murdered, sometimes by their own troops which did not want to fight a civil war. Diocletian realised that one man could not rule the empire alone and established the tetrarchy, a co-emperorship with four emperors in charge. He also carried out reforms which weakened the power of provincial governors and strengthened imperial control. He managed to restore order.
