Virginia had more battles fought on it's soil than any other state. There was the near constant presence of an invading army,drawing on local resources to the highest degree possible,not to mention the presence of tens of thousands of Southern troops all drawing local resources as well.None of these men were producing anything that added to the economy(nor could they,they had a war to fight). It is very difficult,if even possible to sustain a healthy economy when war is being waged in your very midst.
