This question opens with the assertion that Israel's theocracy in the Biblical period is the best form, which is not the actual case. Israel's theocracy was inherently repressive to minorities such as the Samaritans and Idumeans who were forced to take on the Hebrew religion. Additionally, theocratic Israel fought and destroyed many Canaanite tribes. While the theocracy may have been a good government for that time, it certainly is not now.

Just as a sidenote: Many people believe that the modern State of Israel is theocracy. This is incorrect. Israel is a Secular State. It is only a "Jewish State" in the ethnic sense of the word "Jewish", just as Germany is the "German State" and NOT as the Vatican is a "Catholic State".
