He didn't. They couldn't vote. It wasn't until the 1960's that African Americans could vote because of the voting rights act.

There's more than one way to look at this question. I know that there are two very reasonable explanations for this. One is because of FDR passing "The New Deal". This was passed during the great depression which produced more jobs especially for the minorities so the could work and earn income. Not a lot of African-Americans worked, so they would choose him as president and they loved him. The other reason is because the two main rivals, the republicans and democrats, switched meanings in the 60's. Since FDR was a Democrat, and democrats used to hate blacks, the people who hated blacks turned republican. So, because FDR treated them w/ so much respect and hospitality, they enjoyed him as a president and elected him once, twice, a third time, and finally a fourth time.


Why didn't Franklin Delano Roosevelt support full civil rights for African Americans?

FDR was not an active supporter of full civil rights for African Americans. His own political loyalties kept him on the fence. Roosevelt knew that the white southern vote would be his ticket to reelection.

After the attack on Pearl Harbor (December 7, 1941) many people started discriminating against Japanese Americans because the Japanese were the people who bombed Pearl Harbor. People looked at the Japanese Americans as spies and untrustworthy. FDR saw this in people and relocated the Japanese Americans to camps in Wyoming to "protect" them. Mexicans and African Americans were not relocated and looked at as spies. People still discriminated againsts these ethnics groups but not to the lenghts as which they did to the Japanese Americans.
