Legalism was created originally to end the period of "the Warring States" in Ancient China (403-221 B.C.E.). Legalism back then promoted a practical ruthless way of scaring citizens who lived within the state, to follow the states laws, or else. Legalists cared nothing for morals, or ethics, or personal interest. All they wanted was you to work like animals for the state, or else you would be harshly consulted.

Legalism began with strict laws that had to be obeyed by everyone, but if there was someone who did'nt follow these laws, that person would have to face the consequences with punishment. It was believed that legalism had to take place because humans were 'fundamentally base and selfish,' so legal action had to take place to basically straighten everyone out and to create an understanding that people could'nt just do whatever they please whenever they want.
