Because when she was "released" all the memories that the Giver had given to her were brought back to the community, they received the memories that Rosemary had been given. The whole community had received the memories.

Rosemary had the memories that nobody else did, and when she died, the memories fled from her and went back to all the members of the community. nobody had had the expiriences before, so it came as a great shock. btw, that is one of the greatest books ever!

All the memories that the Giver had transmitted to her were released as well - but the memories were released onto the community, who had no idea how to handle with these memories of emotion, pain, and even color. The sudden burst of emotion and memory on the community was complete chaos.
